Pk-5 has:
Bass mode - send mono MIDI note msgs on any channel you want
(there is an octive switch as well, so you can cover multipe octives)

POLY mode - send Poly MIDI note msgs on any channel

DRUMS mode - sends MIDI noe msgs as well (setup for drum channel & notes for Roland by default) Totally user programmable note values.

SOUND EFFECTSmode - sends MIDI note msgd as well(setup for effects (rain tc) by default for Roland. Totally user programmable note values.

MIDI CONTROLLER mode - send MIDI controller databy default(Roland defaults) and can be programmed to send any MIDI msg by user programming each pedal.

I think you could send notes from lower C to B...and a Control change on high C.

Eerything I see however only lets you use any 1 MIDI channel PER MODE at any one time...however there is a MIDI channel btton and you can change the channel at any time.
That would not work if you were doing bass notes anda control in the same performance as it would be slow and cumbersome.

I have used mine to control the arranger functions on a T2 and a PA2XPRO. All vars, fills, break, endings(3) start/stop
works perfectly.

I have also used it for manual bass worked fine there too...once you get the right octive setting.
