That is almost certainly a hardware problem.

Most likely in the screen/screen driver, but since it also affects the outboard monitor it may indeed be in the video driver circuit.

Either case, something like that should be handled by a pro, with the mfr's repair likely being the faster turnaround choice due to parts procurement.

Or its time for a new lappy for the wife...
