Trying to make sense of it in PA. So far all the forms are related to hourly and salaried workers.

Even though it is a state run program,my understanding is that the federal provisions amplify the state provisions, because gig workers,or independent contractors have coverage .

Dave, if you didn't pay Self Employment tax, which is on Schedule C, then you are not entitled to unemployment compensation. You can only collect if you paid into the system, at least that's the way it reads to me.

That's the way it was always set up, but if Uber drivers are included, then artists should be too. I've heard many times that the gig workers will be entitled to the same UI as salaries employees. This remains to be seen. Sure hope so ...
