Former Russian republics (of Turkish Origin)(Eg.Azerbyjan,Turkmenistan ) or east EUs(Romania).But the guy look like a Romani(gypsy) living in those countries.They also have a sizable population in west EU. http://en.wikipedia.org/wiki/Romani_people
