I think it's possible to change the background color of a folder on my laptop from white(with black lettering..default), to black with white lettering. Just the opposite.
If possible, wouldn't this work when working outside. Wouldn't I be able to see the screen better?

Unfortunately, it does not help. Keep in mind that the brightness of your laptop and desktop monitor screens are about half the intensity of a 12-watt florescent bulb. Sunlight hits the screen and you cannot see a thing. Take a 12 watt flourescent light outdoors in the sun and you cannot tell if it is on or off.

There are sunlight viewable monitors for computer currently available, but they are extremely expesive.

Yes it's possible. If you are using Windows OS you should change the Windows color scheme. To do this:
1. click the right mouse button on the desktop. A menu will appear
2. choose Properties
3. Choose the 'Appearance' Bar
4. Select the appropriate color scheme from the drop-down menu
