was Win8 installed on your laptop when you bought it or did you install it later ( upgrade from XP or Win 7 ) ?

It looks like an USB-driver problem of your Laptop.

You should try it on another usb-connector of your laptop.

Then try another USB-cable.

If that doesn´t work try it on another PC.

On my PC and laptop ( Win8.1, 64-bit ) everything works fine. As well if I boot them on linux.
