I've been getting alot of these lately. However they all end up in my Spam folder and Gmail displays a warning that the message may possibly be phishing. Obviously it is. Take DanO's advice, just delete it. Don't fill it out (even with false info), don't click on their links, don't even open it for that matter. Just report it to Paypal and delete it.
