Mine fell off years ago, and I never replaced them. The cart locks in place with a spring loaded pin in the frame, and those wing nuts were for locking the cart in place at locations other than the default.
What I did, though, being a bit creative, was to drill a couple secondary holes in the frame so it would lock in place at other locations I wanted. Again, no wing nuts required and it only took three minutes with a hand-held drill.

Now you know why I get the big bucks.  Some time ago, I posted some photos of how to construct an inexpensive top shelf for the R&R Cart. Several members have utilized this method, and for the most part, it has really worked out well for them. The one that the manufacturer sells is heavy, difficult to install, takes up lots of space in the van and quite expensive. Ironically, when I tried to share this information on my design with the person that designed the R&R Cart, he shrugged it off.   All the best, Gary
