I had a go at making my own Pedal Steel this morning.

This set does not use any loaded PCM sounds - just a lot of editing to some existing factory sounds.
It has two versions of a pedal steel that will load to User 1 slots 9 and 10.
The first version has volume pedal effects via -Y Joystick.
The second version switches according to key velocity.
These should work fine assuming similar mapping of samples of Pa3x to Pa700.
