It could be a "Content" pane. Try right-clicking on some white space inside the New Window folder, select View and then uncheck the Content option if it's already selected. If that doesn't work maybe it's a "Quick Access" bar. If not that then perhaps review your File and Folder Options - look down the list of options for a culprit and turn it off.

That being said I've moved off Win7 to Win10 so can't duplicate your issue. It could very well be the "Details" pane as suggested by Bill above. Here's a link to an article where others have been bothered by it...
