Many effects can be used on multiple channels. The Rotary Speaker effect is an 'Insertion Effect'. Think of this type of effect like a guitar stomp box. Only the guitar player can use this effect because the effector is inserted in line between his gutar and amp. Only a 'System Effect' can be used by multiple channels. Check pages 50, 132 and 133 in your manual for details on this issue. The only way to have the Rotary Speaker effect across the whole keyboard is to have only one voice (R1).
