Tom, pretty much any synth module with front panel editing will let you adjust the sustain or anything else about a patch. Do you need to have a dedicated sustain knob or just be able to adjust the sustain to suit and then save it with the patch ? Is it something you'd change while you are performing that a sustain pedal wouldn't provide ?

You can pick up a Roland JV module second hand pretty cheap nowadays. They have a good solid bass. Just avoid the JV1010 which can only be edited with a computer which is not always convenient. While they aren't designed for bass there is nothing really that a dedicated bass module can do that a synth can't is there ? You would just have to customize the patches to be suitable for bass.
