As I recall from playing - most of the pitch change on the country neck of the pedal steel (e9 tuning) - is aimed at a V-I movement - i.e. the notes of the G maj chord - particularly B and D - move to C and E respectively. It is often used to give a sus 4 sound in passing. For tonal reasons it seems quite common to hear the lower of the tones move when two or more are played together.
