Yes, but then again, there are basic elements of music that are universally shared among all genres (except perhaps way out avant garde). These include:
Melody
Harmony
Rhythm & Tempo
Dynamics
When one (or more) of these is lacking, or out of sync with the others, you'll not be able to 'sell' the song to most listeners.
