There are a few mis-conceptions with your post though.
There is NO December 15th 2004 deadline. In fact there is NO deadline whatsoever.
This article will explain more about Mobile Phones and the purported Cell Phone Directory and also in regards to the National Do Not Call Registry:

But it still is a good idea to sign up your Cell Phone IMO. Just to be on the safe side; as you never know if the Wireless Phone Providers will eventually publish the 411 directory or not.
