I did not update to 2.10. My question is can I skip this update and go directly to 2.12 or do I have to update each new version before going to the next version?

My friend has a PSR9000 and he states that each new OS contains all the past alterations. So the answer appears to be just install the latest version.
The latest version is 2.12
