Custom Voice floppy 9000Pro

With the 9000Pro comes a Floppy Disk labelled PLUG-IN CUSTOM VOICE DISK. Is this disk purely for use only if a Plug-In Board is fitted or can you in fact load USER VOICES from this Disk?
