Can the 3000 be setup so that in Expanded Mode, and with the filters chosen to be "ON" this could be a default setting? Might there be a Global setting?

the default is the initialisation setting, which will come up if the keyboard has been off for a week or more.
the filters are pretty well thought out for normal use on initial.
if you want something different just save your preferred starting settings in a panel memory file and load it after each switch on.
