programme changes in cubase

i have cubase v.2.(atari st)& akai s1000 sampler .when i use prog change and set it to off (cubase) postition i still get samples playing although i have them set to prog 1 (s1000)why is this please help>>(where can i find manuals (cubase)as this might help
