What does the term "Maxed out mean?"

I have heard this term used a lot, espically with digital samplers. Say buying a Maxed out one is better. I did not know this made a difference.

I believe the term means to have all the options the sucker can possibly take-- i.e. memory, expansion cards and the high compression lug nuts that secure it to the rack.
